The purpose of this report is to map public training and treatment programmes for pre-school children with disabilities, and to investigate parent satisfaction with these programmes.
The report is based on a questionnaire survey from 2007 of parents, professionals in daycare centres, and municipal case officers for 317 children with disabilities. The children were all born in 2001/2002 and have received, or are still receiving, public help for their disability. The report also includes focus group interviews carried out in 2008 with childcarers, therapists, managers and parents from four institutions.
The report provides an overall view of the children’s need for help, elements of the programmes and the organisational framework. On the basis of this, the report presents perspectives for developing documentation of public efforts. The report is therefore the first step towards examining the effects of previous public efforts in this area, and the report discusses the issue of future methods to document and measure specific efforts.
The study was funded by the National Board of Social Services
