Evaluation of Inclusion Initiatives in The Municipality of Billund

This report evaluates inclusion initiatives in the Municipality of Billund. The objective of the evaluation is to provide the Children and Culture Committee (Børne- og Kulturudvalget) at Billund Municipality with knowledge about how inclusion is experienced in the municipality and an assessment of whether inclusion initiatives have been organised correctly.
The evaluation describes how inclusion in the Municipality has been organised and how children, parents and pedagogical staff experience the initiatives in practice.
The evaluation also examines whether the conditions required for successful inclusion are in place and whether the inclusion initiatives work as intended by the Municipality.
There has been increasing focus on inclusion at schools since the 2012 amendment to the Act on primary and lower secondary education led to more pupils being included in ordinary lessons. The Municipality of Billund commenced work on inclusion several years before the amendment, and a larger percentage of special-needs children are included in ordinary lessons than in Denmark on average. The knowledge provided by the evaluation is therefore also relevant for other Danish municipalities.
The evaluation culminates in a number of recommendations for the Municipality of Billund, which could also be considered as inspiration for other municipalities and players in the schools sector.
