Home training

This study aims at identifying the significance of the amendments to section 32 of the Social Services Act made in 2008. On the basis of an assessment of the results of the amendments, the study also provides knowledge about the dissemination and use of these amendments in municipalities. The study shows that children with permanent psychological and physical disabilities who are trained at home by their parents are unevenly spread between the municipalities. Only nine of the municipalities which participated in the study have more than three children being trained at home. The study also shows that parents who train their children at home, as well as parents using ordinary programmes, are generally satisfied with the results achieved by their children. The study is based on a questionnaire survey conducted in all the municipalities, visits to municipalities, reviews of a number of cases, interviews with parents of children with and without home training, and focus groups with staff.
