Impact evaluation

Impact evaluation is gaining ground in the social sector. Therefore the Ministry of Social Affairs has asked SFI to write this manual as a tool for determining which form of impact evaluation is most useful for each project in question. A special focus is put on projects with support from the “Satspuljen” (Rate Adjustment Pool) which is a pool of money for social purposes
The manual reviews various impact evaluation methods. The methods are arranged in a clear form that helps practitioners to choose the best method for their particular project. The manual also contains an overview of all Rate Adjustment Pool projects in 2006 and specifies which effect measurement method may be relevant for each project.
Impact evaluation is the subject of much discussion in the social sector, and the manual puts the various viewpoints into perspective within this discussion. The purpose of the manual is to help improve the dialogue between researchers, politicians and practitioners in the social sector.
