This report analyses how municipalities implement housing support for citizens with a mental illness. It looks at the relationship between section 85 of the Act on Social Services, which deals with housing support, and municipality practice in this area, as well as at how the citizens affected experience housing support.
There are great variations in the practices of municipalities. In some municipalities, housing support takes the form of a care function that aims at ensuring that the relevant citizens can manage in their own homes. In other municipalities, housing support has a recovery perspective in that goals are set for how to improve the life situation of citizens, e.g. their social relations and job opportunities. Municipalities also differ in their procedures and case processing, and in their choice of housing support and interest in the impacts of their support.
Regardless of these differences, the citizens who receive housing support are generally very satisfied with the support they are given.
The report has been commissioned by the National Board of Social Services.
