The purpose of the project is to update the analysis of the autonomy of local government in the five Nordic countries 2015 – 2019. The project is a follow-up of a co-operative endeavor that have measured local autonomy in 39 European countries 1990-2014 (Ladner et al. 2016, and 2019). These projects are responses to concerns expressed by local government in many European countries over increasing pressures on the autonomy of local government driven by a variety of trends, including insensitivity among national authorities to the need for a local room of manoeuvre for local
