The report focuses on how to measure discrimination on the basis of ethnic origin. On the basis of a study of previous studies in the area and relevant literature on methodology, the report seeks to develop methods with which to measure validly discrimination on the basis of ethnic origin. Several types of discrimination are distinguished between: self-experienced or subjective discrimination that may be illegal but are not necessarily specifically covered by legislation; and actual or objective discrimination and acts of harassment that are specific acts of illegal discrimination.
The report presents a conceptualisation of discrimination on the basis of ethnic origin, and a catalogue of ideas is presented of how to measure actual discrimination within a number of areas of society, such as in workplaces, places of education, public authorities and institutions, the public spaces as well as in cultural institutions and leisure-time activities. The objective of the idea catalogue is to serve as inspiration for the further development of specific models or design of methods for measuring actual discrimination that can be used in future studies. The report also includes a set of questions that, on the basis of the conceptualisation, identify discrimination experienced within nine indicator areas.
