In connection with work to develop a documentation system, the National Board of Social Services has asked SFI to identify tools to screen for antisocial behaviour and factors related to crime. It must be possible to apply these tools to young people in placements, young people subject to a youth sanction, and young people who are serving in an open institution.
The report describes numerous tools and emphasises three tools as especially suited, although these do not meet all of the criteria set out.
The report also identifies a number of risk and protection factors linked to crime, and it documents that only few residential institutions and care homes use documentation systems and screening tools today. Furthermore, the data from the systems applied today are not readily suitable for systematic screening and evaluation.
The report also reviews key concepts and provides an introduction to areas worthy of attention when trying to measure complex social, behavioural and psychological issues.
The survey has been commissioned and financed by the National Board of Social Services.
