The impact of enterprise-oriented employability enhancement for the marginalised unemployed

The object of this report is to give an account of the knowledge available on the impact of enterprise-oriented interventions for the marginalised unemployed. The literature review includes 35 impact studies published from January 2000 to early 2012 inclusive. The studies come from Denmark, Norway, Sweden, Germany, Belgium, the United Kingdom and the US.
The review shows that enterprise-oriented interventions in the private sector have a positive employment effect for the marginalised unemployed. The review also shows that enterprise-oriented interventions in the public sector have a positive effect, although less than enterprise-oriented interventions in the private sector.
Finally the review shows that schemes with wage subsidies in the private sector have a positive impact, while there is conflicting information about the impact of work placement and wage subsidies in the public sector.
