This anthology was published on the occasion of Professor Søren Winter’s 60th birthday. The anthology contains contributions from researchers and other professionals who have worked with Søren in various ways during the course of his long career.

The core of Søren Winter’s research has always been to reveal the mechanisms that take effect when political decisions leave the Parliament or council chamber and are put in the hands of the implementing bodies in the public sector – i.e. when policy becomes reality. The chapters of the book contribute in various ways to an understanding and discussion of this by highlighting the object fields (e.g. integration, employment, employment training, local authority structure and public regulation) and theoretical issues (e.g. implementation, local implementer behaviour and decision process theory) that have characterised Søren Winter’s work over the years.
