Municipal employability enhancement projects with production 2007

Danish legislation on employment efforts provides municipalities with the opportunity to enhance the employability of job seekers in projects which involve the job seekers in carrying out work or services which the municipality benefits from directly, or which it can sell to others, e.g. to private enterprises or individuals. Amongst other things, the purpose of employability enhancement is to upgrade the qualifications of job seekers and to strengthen their possibilities for obtaining a job on ordinary terms.
On the basis of data from the municipalities, this report compares the scope and nature of these projects in 2005 and 2007. Amongst other things, the report shows that there is a declining number of job seekers on this type of scheme and that, in 2007, more participants came from the weakest groups of benefit recipients. Only a few projects have been criticised for distorting competition for the private sector.
