This report studies the local effect of government political management instruments for the employment area on managers and employees in the public administration.
The report highlights five types of management instrument: regulations (laws and regulations), financial incentives, organisation, dialogue & digital knowledge-sharing, as well as control. This is a literature study of 63 studies on the topic. The studies primarily stem from Denmark, the United States, the United Kingdom, the Netherlands, Germany and the Nordic countries.
The literature study shows that knowledge on the effects of financial incentives and organisation is relatively certain. On the other hand, there is less certain knowledge on the effects of regulation, dialogue & digital knowledge-sharing, and control.
The study also shows that the specific structure of the management instrument is very important. The quality of the management instrument is not only important with regard to achieving the intended effects, it is also important with regard to avoiding unintended effects.
