The report describes trends in measures offered by municipalities to vulnerable families with young children in Denmark in the period 1993 to 2007. The report also examines whether these families demonstrate geographical settlement and moving patterns.
While the proportion of children placed outside the home has been fairly stable over the past 25 years, the report shows that the proportion of 0-17-year-olds who received preventive measures more than doubled from 1993 to 2007.
The report concentrates on the factors, and the combination of factors, which are characteristic for families with a child who receives preventive measures or has been placed outside the home. The report identifies five factors that pose an increased risk that some sort of measure is required to help a child.
There has been a change in where vulnerable families with young children have settled. In the period 1993 to 2007, a relatively greater number of vulnerable families with young children settled in rural and fringe municipalities, while urban municipalities received fewer of these families.
The study has been commissioned and financed by Ministry of the Interior and Health.
