People in Light Jobs (Fleksjob) After The Reform

On 1 January 2013, a new scheme for light jobs for the disabled (fleksjob) entered into force with the overall goal of getting as many as possible into work and able to provide for themselves. The scheme has been targeted and benefits have been reorganised to ensure that people with very little ability to work can also qualify for the scheme.
The objective of this report is to examine whether a new group of people have entered the scheme after the reform, working for just a few hours per week. In addition, the report describes the working conditions for people employed under the scheme, and whether these have any effect on their ability to work.
The report is primarily based on a questionnaire survey of people employed under the scheme before and after the reform, as well as people on unemployment benefits in 2013. The questionnaire survey was completed in May-July 2014. Register data has also been used.
