The reform of disability pensions and light jobs with subsidies (fleksjob) entered into force on 1 January 2013. As part of the reform, a resources assessment process was introduced. This process is a new initiative as part of cross-disciplinary efforts for people with complex problems in addition to unemployment.
The objective of the study is to provide insight into implementation and organisation of the resources assessment process by municipalities. This is through a general description of how four municipalities have organised the processes. The descriptions and experience of the assessment process as an initiative are primarily examined from the perspective of the coordinating case officers and the citizens.
The study also draws on register data about people under 40 who, between 1 January 2013 and week 43 (mid October) in 2014, have either commenced a resources assessment process or have been granted a disability pension. This information is used in the study to compare and describe the previous labour market attachment and income/benefits of the two groups.
